The Indian missions in UAE accept applications for new passports only for Indian children born in the UAE, and birth certificate is already mandatory

THE INDIAN government has amended the Passport Rules, making birth certificates issued by appropriate authorities the only proof of date of birth for passport applicants born on or after October 1, 2023.
An official note was issued this week effecting the amendment to the Passport Rules of 1980. The new rules will come into force once the amendment is published in the official Gazette, officials said.
Under the new norms, birth certificates issued by the Registrar of Births and Deaths, the Municipal Corporation, or any other authority empowered under the Registration of Births and Deaths Act, 1969, will be accepted as proof of date of birth for persons born on or after October 1, 2023.
Other applicants can submit alternative documents, such as a driving licence or school leaving certificates, as proof of date of birth.
UAE applicants
The Embassy in Abu Dhabi and the Consulate in Dubai have clarified that they accept applications for new passports only for Indian children born in the UAE.
Passport renewal is offered to Indian expats who are UAE residents, not visitors.
Hence, the latest change in passport application rule is applicable to the new passport applications for Indian children born in UAE, the missions explained.
Indian parents of babies born in the UAE already have to submit the birth certificates of the children as the proof of date of birth when they apply for a newborn’s passport.
They have to get the original birth certificate from the relevant health authorities in the UAE and get it attested by the Ministry of Foreign Affairs (MOFA) in the UAE.
The other required documents such as the passport copies of both the parents and their marriage certificate.
The birth of a child can be registered normally within one year of birth and a passport can be applied along with birth registration.
Indian citizenship is given to a child born to Indian parents overseas only when the birth is registered with the respective Indian mission, they clarified.
The Indian missions in UAE had last year registered the births of around 19,300 Indian children in the emirate, Gulf News reports.
